Can the same person be the Test Center Administrator and only proctor?

In an individual setting, yes, it is acceptable that the Test Center Administrator is also the Proctor. However, in a smaller group setting, it is strongly suggested that another person (or persons depending on the number of students testing) is available to assist the Test Center Administrator in the event that something happens that would require them to leave the room.
